Dixie Cups Pipe Cleaners Tissue Paper Stapler Ribbon staple the pipe cleaner to the dixie cups Cut & wrap the tissue paper and place around cup and wrap the ribbon around. I had trouble so I also use two sided tape on some of them to keep the tissue from falling off!
